QSEHRA Video Released — Plan Documents $199
Our QSEHRA video explains the main features of this small employer health plan:
Buried deep within the 21st Century Cures Act of 2016 is a provision outlining an employee benefit option widely applauded by small employers. It may also be a late play by supporters of the Affordable Care Act (ACA) to make that law’s survival more relevant to more people. Whether or not that is the case, the tie-in to the ACA brings more rules and limits, and that means an understandable amount of questions and uncertainties about the new Qualified Small Employer Health Reimbursement Arrangement (QSEHRA) from employers eligible to implement it.
For the most part, the QSEHRA is the same kind of supplemental Plan once known as a stand-alone Health Reimbursement Arrangement (HRA). Small employers unable to afford a group health insurance policy for all of their employees could sponsor a plan that reimbursed medical expenses as they occurred, including insurance premiums. In 2013, the ACA did away with the stand-alone HRA because the plans made it possible for an employee to pay out-of-pocket for expenses without purchasing health coverage either on their own or through an exchange.
The QSEHRA differs from the stand-alone primarily in its ties to the ACA. The first link to the ACA is in the name of the QSEHRA — it is available only to “qualified small employers” exempt from the ACA employer mandate (businesses with fewer than 50 full-time employees). Another link is that employees must have coverage to participate in the plan, and if that employee is eligible to use a premium tax credit on an ACA exchange to buy insurance, the funds available in the QSEHRA reduce that tax credit.
There are a few other rules intended to guarantee that everyone is treated fairly, particular circumstances to be aware of that can cause benefits to become taxable to an employee, and a handful of other matters that can leave an employer wondering just what he or she is getting into if they put a QSEHRA in place for their employees.
