IRS expands preventive care for HSA participants
The Internal Revenue Service has added care of chronic conditions to the list of preventive care benefits that may be provided by a high deductible health plan (HDHP) before the deductible is met.
Better care per Executive Order
This change comes in direct response to President Trump’s Executive Order 13877, “Improving Price and Quality Transparency in American Healthcare to Put Patients First,” issued in June 2019.
Specifically, Notice 2019-45 addresses this section of the Executive Order:
Sec. 6. Empowering Patients by Enhancing Control Over Their Healthcare Resources. (a) Within 120 days of the date of this order, the Secretary of the Treasury, to the extent consistent with law, shall issue guidance to expand the ability of patients to select high-deductible health plans that can be used alongside a health savings account, and that cover low-cost preventive care, before the deductible, for medical care that helps maintain health status for individuals with chronic conditions.
Added value for HSA participants
This expansion of HDHP coverage brings added value for individuals (and their dependents) who must enroll in these plans in order to be eligible for a Health Savings Account (HSA).
Previously, these expenses fell under the HDHP deductible and had to be paid from personal resources. Now, the treatments listed fall under preventive care, which is covered before the plan deductible is met.
